About the PR
Added a new hardsuit type, Terrestrial Engineering Hardsuits, available in Engineering Techfabs and Protolathes after being researched. These hardsuits only take small air tanks, and aren't rated for low-pressure areas, but in exchange they're very light, and able to fit into storage. Also ports a version of Goob's Plasma Cutter, which serves as an upgraded Maintenance Jack able to remove under-tile hull platings (it's also a welder, and also a mildly passable salvaging tool). Added a Line Gun, a Syndicate version of the Plasma Cutter available after emagging a lathe or protolathe, which functions as a short-range shotgun with very high structural damage.
Also fixes engineering hardsuit's not properly matching the bodytype of Felionoids, and makes it so the Maintenance Jack can pry off tiles.
Why / Balance
The hardsuit is fairly bad in a vacuum. It both kills you via pressure and asphyxiation. That's because it would have to either be fast and provide little-no protection (a niche filled by the Engineering EVO suit) or be slow and provide protection (which the default hardsuits do). However, given recently shifts have been occurring in atmosphere, those downsides become less severe and the upside of only having an 8% movement penalty as opposed to the default hardsuit's 30% makes it a reasonable choice for engineers who want to be able to respond quickly to crisis situations, but not always be walking around at a snail's pace. It's a decent side-grade which gives engineers options. Options are fun.
The Plasma Cutter serves as a Maintenance Jack that can be carried around (more) easily. Other tools have upgraded versions available, but oddly I'm not sure the Maintenance Jack does. Usually the RCD is used to deconstruct hull plating. That's bad for freelancers who want to redecorate their ships, too, since it takes compressed matter, even if only a small amount.
The Line Gun is mostly a fun option that breaks windows really well.
Technical details
I am not a programmer and most (all) of the code was cobbled together off of other pre-existing items, or with the help of others.
How to test
Make and put on a Terrestrial Hardsuit after researching it, it should only be able to accept small air tanks.
Make and use a Plasma Cutter to weld, and to remove a floor plating. It should be able to do that. Should also be able to remove meteor rock.
Make and use a Line Gun to shoot stuff. It should be relatively good at breaking windows and have relatively short range relative other shotguns to make it really focused on deconstruction work. And also mild amounts of murder. Mild.
